The Kentucky Department for Public Health HIV/AIDS Branch will promote the prevention of HIV transmission and associated morbidity and mortality by:

  1. Ensuring that HIV/AIDS surveillance is a quality, secure system;
  2. Ensuring that all people at risk for HIV infection know their sero-status;
  3. Ensuring that those who are not infected with HIV remain uninfected;
  4. Ensuring that those infected with HIV do not transmit HIV to others;
  5. Ensuring that those infected with HIV have access to the most effective therapies possible;
  6. Ensuring a quality professional education program that includes the most current HIV/AIDS information.

HIV/AIDS Programs

Surveillance

This program documents and maintains the HIV/AIDS case reports data. HIV and AIDS case reporting is mandated by Kentucky Communicable Disease Reporting Regulations (902 KAR 2:020, Section 7).

Prevention

This program is responsible for coordinating the planning, implementation and evaluation of prevention activities targeting men who have sex with men, minorities at risk (African Americans and Hispanics), injecting drug users, women at risk, youth at risk, sex-trade workers and the incarcerated. Prevention activities are conducted through contracts with community-based organizations and targeted health departments in the various regions of the state. These organizations and health departments provide outreach workers trained in behavioral science models for risk and harm reduction and prevention case management.

Counseling, Testing, Referral and Partner Notification Program

This program is responsible for the development and monitoring of all counseling and testing sites across the state. All county health departments and many other professional agencies offer free anonymous or confidential HIV tests. Find a test site near you (opens a new browser window).

Services Program

The Kentucky HIV/AIDS Services Program is funded through the Ryan White HIV/AIDS Treatment Modernization Act of 2006. The Ryan White Part B Program was created to address health care and service needs of people living with HIV/AIDS. The Care Coordinator Program helps provide appropriate quality care and services in a timely manner to people living with HIV/AIDS. The goal of the program is to help program participants become self-sufficient.

HIV/AIDS Continuing Education

This program is responsible for reviewing and approving/rejecting continuing education courses and college curricula proposed for CEU credits under curricula specified in KRS 214.610KRS 214.615, and KRS 214.620. Approved course lists, provider packets and other information is available here.

 
Kentucky HIV/AIDS Planning and Advisory Council

The Kentucky HIV/AIDS Planning and Advisory Council (KHPAC) is responsible for planning priority interventions for target populations across the state, advising the Cabinet for Health and Family Services regarding HIV/AIDS activity in the commonwealth and providing guidance to the Title II Services Program. Much effort is made to assure the membership of KHPAC reflects the epidemic in our state with representation from all targeted populations.

Care Coordinator Program

Purpose

The intent of the Kentucky HIV/AIDS Care Coordinator Program (KHCCP) is to facilitate the provision of quality care and services to HIV-infected individuals and their families in a timely, consistent manner of continued care. The program provides care coordinators in six regional sites through arrangements with two local health departments in the Cumberland Valley and Northern Kentucky regions and four non-profit agencies in the Barren River, Lexington, Louisville and Purchase regions to assess needs and provide services. These regional sites allow for statewide coverage and better local access to these services.

KHCCP also is an umbrella program for other client assistance programs such as the Kentucky Health Insurance Continuation Program, Outpatient Health Care and Support Services and state support service programs. KHCCP receives federal funds and is a service-funding source of last resort. Financial assistance is not guaranteed. Funding is limited and services may be terminated without cause. Services in each region may vary depending on funding. Continuation of all programs is contingent upon availability of state and federal funding.

Goals

  • To optimize client self-care capabilities by supporting self-sufficiency.
  • To identify and facilitate coordination between clients' informal support systems (family, friends, care giver, group sponsor, psychotherapist, etc.) and available formal support systems.
  • To help clients locate and access system of referrals to medical care, housing, counseling, Medicaid, Social Security Disability, transportation and legal services.
  • To minimize or eliminate duplication of services among formal and informal support systems.
  • To provide clients with educational information regarding disease transmission and health maintenance, encourage good health habits and provide secondary prevention through continued case management.
  • To identify and document patterns of  service needs and advocate for effective policies and resource development.
  • To ensure program funds are used efficiently and effectively to meet the needs of HIV/AIDS-infected people through coordinated funding streams and use of existing community resources and services.

Financial Assistance Programs

Basic Eligibility Criteria for Financial Assistance Programs

  • Household income - no more than 300 percent or of federal poverty level
  • Household resources - case assets less than $10,000
  • Residency - must be a resident of Kentucky
  • Medical documentation - HIV positive status must be confirmed with appropriate documentation (for KADAP participation, medical documentation must also include CD4+ T cell count and viral load)
  • Lack of other third-party payer - must be ineligible for assistance from other third-party payers for assistance requested

Kentucky AIDS Drug Assistance Program (KADAP)

This program helps eligible low-income Kentuckians purchase AIDS-related, FDA-approved medications. Kentucky Health Insurance Continuation Program (KHICP)

KHICP provides payment to continue health insurance coverage for eligible individuals at risk of losing employee health benefits or private-pay health insurance because of HIV-related disease.

Eligible for the Health Insurance Program participants must:

  • Have a Medicare Part D or a prescription rider as part of a health insurance policy. Individual policies must cover HIV positive status. Family policies must cover at least two HIV positive family members
  • Part B funds may be used, if cost effective, to pay premiums through an insurance continuation program if the participant can't afford the costs and meets state income eligibility criteria

Kentucky Outpatient Health Care and Support Services Program

These programs provide a wide range of community-based medical and non-medical support services, including physical and mental health care, housing, nutrition and transportation services. Eligible priority services are identified during each funding period based on client and care coordinator input, needs assessments, resource inventories, client satisfaction surveys, funding limitations and other factors.
